The Rx Ohio Collaborative (RxOC) is a product of Ohio State Health Plan Solutions and Express Scripts that leverages its collective size and group purchasing power to get the best pricing and contract terms for members. Comprised of clinical, academic and pharmacy benefits management experts, the RxOC uses its expertise to negotiate better rates, improve pharmacy utilization and craft discounted clinical programs and enhancements.

Our services are available to self-funded employer groups of all sizes, as a group purchasing coalition benefits plan sponsors both large and small. A high-touch service model
The RxOC Account Management team acts as the thread between a collaborative and research-based approach and the pharmacy programs of Express Scripts. We think outside the box and provide unbiased and independent analysis. By assisting with the coordination of strategic planning and providing oversight to the Express Scripts service model, our team ensures proper implementation and hands-on supervision of contracts and products.
Discounted clinical programs
RxOC Unlimited Trend Package
Includes all prior authorization, step therapy, and quantity management programs that Express Scripts offers. This discounted package has been thoughtfully curated by industry experts to deliver optimal outcomes, ensuring members receive the most effective and cost-efficient therapies.
Advanced Opioid Management (AOM)
Created by Express Scripts, AOM is a free service offered to RxOC members to help prevent opioid overuse. AOM promotes safe utilization of opioid medications at multiple points within the care continuum through things like quantity limits and prior authorization requirements.
Concierge Services
This free service offers 24/7, personal access to an expert staff. This service is perfect for employers with different carriers, as it combines knowledge of dental, vision, pharmacy and medical. RxOC members can use concierge services for cost estimates, billing issues, medical record transfers, appointment scheduling and finding providers.

The RxOC was established by The Ohio State University and three of the largest retirement organizations in the state. Today, the collaborative is comprised of a wide range of employers, allowing a variety of organizations to benefit from this powerful program.
We partner with Express Scripts, Inc., a leading national provider of prescription benefit plans. As our Pharmacy Benefits Manager (PBM), Express Scripts shares our goal of helping improve care, outcomes and costs for organizations of all sizes.
As we like to say, “the RxOC is not the PBM, it makes the PBM better.”
There is no cost to join. Operational costs for the RxOC are funded through a small per prescription fee based on each organization’s size, in addition to optional consulting fees paid by its member organizations.
Any organization that is large enough to self-fund its pharmacy benefits should consider joining the RxOC. We recommend that employers seek guidance from their benefits professional in making this decision. RxOC staff is also available to consult on such benefits structure, including “carving out” the pharmacy plan from the medical plan.
Any employer can join the RxOC as long as it is self-insured.
